Launch the tool and select "New Mod." Name your mod (e.g., "My Custom Reich"). The tool automatically creates the common/national_focus and localisation folders.

Select a focus. The Properties Panel now has a search bar. Type civilian_factory and the tool shows you exactly which effect script to use.
